Obviously, someone who does not drive does not need car insurance.

They are most likely concerned that he will still be living with you and driving your car, but that you do not want to pay to have him on the policy.

Did you explain to them that he is moving out?  If not, make that clear, and tell them he has alternate transportation, so he will not be driving.

If you have already done that, take it up the ladder (ask for a supervisor) until you get someone who has some common sense.</description>

Insurance companies do not care whether you show them a car, however they need the registration papers of the car in order to process the insurance.    If it is legal to drive, (because you are incapable, or the steering wheel is missing, or you got kicked off the road because of a DUI is a legal issue that is your problem.
